Yes he alayhissalaam was an Israelite but he was not a Rabbi, rather was a Prophet and Messenger and he did not teach the Torah (which was abrogated) but taught the Injeel instead
The reason the Jews listened to Jesus; and the religious leaders allowed him to teach in the Temple; was because he was a Rabbi and taught from the Torah.

Yes, he was a Prophet and a Messenger; but his teachings that were later compiled to become the Bible were straight out of the Torah and the Tanakh.
