1.As far as I know if the recitation is silent, then muqtadi recites but when imam recites, muqtadi listens according to malaki school.
This is also adopted by some hanafis as well but in hanafi, muqtadi doesn't recite even in silent salat in general.
2.reading something in audible voice may disturb others. So perhaps reciting in a manner that doesn't disturb. I used to attend masjed where this man used to recite though quietly could be heard and found it annoying as it was quiet off putting and distracting.
