Afghanistan is not part of the Hague Convention for adoption and this really seems to complicate matters That said, there seems to be a way to work around this and Insha'Allah still stay within Shariah laws. Here is something that details the process for US citizens. This article dated 2008? mentions a new adoption law in the making to help the over 2 million orphaned children but I don't know if such a law has come to fruition.
