Sure you're right, but it makes it terribly hard for sincere people who want to adopt. Example, here in South Africa my husband and I would not be able to adopt because we're foreigners. While in other countries you need truckloads of money and living up to a standard. So if I want to live simple with bare necessities, I doubt I'd be able to pass an inspection by the social worker.
Or the wait lists for public adoptions are really, really loooong (I read somewhere that it is around 8 years in Canada).
