quick and easy adoptions would work in an ideal world where every human is a loving, well adjusted person willing to take the child and look after it as their own.

but the world is not like that. there are all sorts of weirdos out there. child abusers, druggies, drunks, thieves etc etc etc. imagine if the child was to end up with one of those???
Yes, this is unfortunate. In Canada families receive a benefit (money) monthly for each child under the age of 18. I think the amount is different across provinces and it differs depending on the family income. Also, people who foster children in their homes receive some money to help with the cost in caring for children under their care. Unfortunately... some people misuse this and you hear of horrendous treatment of children. That said, these incidents are exceptions and not the norm.

I think it is absolutely important for leaders/governments to take adoptions/guardianships/fostering seriously in order to protect children. That said, there really has to be more flexibility on some issues like what sister Sudoku mentioned - living a simple life does not equal inability to care for a child.
