There are two parties involved in the Fiat Money:

1) The issuer
2) The user

1) The issuer - Governments of the world:

A fatwa will only be given IF the governments come and ask themselves. No use of issuing fatwas of no value whatsoever.

2) The user - Public:

It doesn't matter if it's halal or haram, you will still have to use it.
