No, Barelvis are mubtadi's.

What is meant by brother Zahed is that there are Sunnis who are not Deobandis, such as many Arab and African Sunnis. That is why Deobandis, even though they do not agree on some issues with these other Sunnis, such as the mawlid, still sit with them and consider them part of the Ahlus Sunnah wal Jama'ah. If the Barelvis are to be believed, all Deobandis and Salafis are kuffaar and those that think that either of these groups are Muslims are also kuffaar. Of course there are Barelvis who do not believe in such rampant takfeer but that is what has been said by their founder and their akabireen.
