Assalamu alaikum,

Regarding gargling (back of the mouth) and rinsing (just the immediate inside of the mouth) both opinions are found - a mufti told me. I do both to be safe. Those who say it must reach back of the mouth also say that while fasting one should rinse and not take it to the back of the mouth.

This can be done anytime before performing ibadah which requires the ghusl. So if one did ghusl and completely dried the body and after one hour remembered he did not gargle/rinse he can still do so. If however he did a prayer before gargling that must be repeated. However it is sunnah to perform wudu before ghusl and generally it can be done in the wudu, so doing it before is better as afterwards one might also forget.
