There is a big difference between rinsing and gargling. There is difference of opinion whether gargling is even a sunnah. If you look up to shuruh of hidaya it says one is supposed to do "mubalagha" in rinsing (madmada) the mouth. But there is difference of opinion of what madmada exactly entails. Some say that you rinse the water from one side to one side. This was the opinion of Hulwani. While others state you should "gargle."

Sometimes you see brothers in the bathroom making so much noise while doing gargling. I am not sure whether this is stated by any of the ulama.
