Where is the element of risk in it for the investors? Did you get your proposal reviewed by any scholar? As per my understanding and interaction with Ulema on this issue, an investment cannot be legitimate if there's a guranteed return.

Its not compulsory that every business should have risk in it

precisely.. this business has fixed minimum return on the amount invested (for the current project) and overall the return may increase . But still it doesnt fall under haram category. Because the amount is invested on tools and employees for which we get monthly commission on them. which is always constant as long as our employee or tool is in use.
