It is the basic idea that there is danger, risk and insecurity and we need to be protected by the state. Of course the state itself and the people who work within it are considered to be perfect ethical beings and them having access to this information is not risky.

The danger from the state is greater, than from any other group. The state can move into a huge totalitarian mode of operation in no time at all.

They perfectly well know it.
In fact they have been thinking of such dangers in a big way for a long time.
George Orwell's 1984 and Animal Farm were about these things and ensuing horrors only.
It is strange how badly they take their own medicine.
And it looks like it is heading in that direction. May Allah(SWT) protect believers from these machinations of satanic minds.
