ARABIC QUR'AN - Reciting the Qur'an in Arabic is a must.
TRANSLATION - is handy and sufficient if
all
you are looking for advice or lessons for yourself [as Mufti Taqi Usmani Sahab points out].
TAFSEER - a sound tafseer or the guidance of a proper teacher is
necessary
to understand the laws and legal orders as taught by Muhammad
[as Mufti Taqi Usmani Sahab points out].
The tafseer I have contains both the Arabic and the translation so it should be sufficient. That said, since the tafseer is very large (8 volumes) and not easy to reference, a translation is good to have on hand for this purpose. Also, it is beneficial to have an Arabic Qur'an for recitations and I would imagine (correct me if I'm wrong), to have the pure word void of any translation or tafseer.
