He means he doesn't want to join the government pawns of Yemen, otherwise known as AQAP.
That sentence doesn't befit a believer.

If he wanted to make it clear he doesn't have intention to join AQAP since he deems them (rightly or wrongly) not working on Islamic parameters, he could at least have used inverted commas before and after that noble word ("..."), instead of bad mouthing the pinnacle of Islam and talking of those who have such noble intention as if it was something bad, a'udhubillah.
