What makes you think that I've (and others too) not been in such situations, I've actually been in many many situations where when not finding a suitable place for performing Salah, I've asked the authorities for permission for offering prayers, at times I've got it and at times, I haven't, when at times where I haven't received permission, I've (very humbly) asked them to provide me with any place clean enough to offer prayers, and Alhamdulillah, cannot recount when I've been refused.

The only issue here is how could the policeman evict him (and beaten him although mildly) when brother Numaan had asked for permission beforehand and why did he not lodge a complaint or atleast question the staff / policeman.

I've not asked him to wage Jihad or such. Its' just a matter of questioning the policeman's actions.
