From Bahishti Zewar and Birgivi's Manual:

It is not permissible to touch or read the Qur’an during the state of haidh, nor is it permissible to touch any utensil, cloth etc on which only a verse of the Qur’an is written.
It is however permissible to hold the Qur’an with a cloth that is not sewn on to the Qur’an or with a cloth which is not worn. If the cloth or cover is not stitched on to the Qur'an then in this case the Qur'an could be touched and even carried.
It is permissible to read a word from a verse or half a verse which is not equal to the length of any full verse (2-3 words at a time may be read)
and Allah ta'ala knows best

Do you have any reference from Quran & Hadiths? As far as I know, she cannot offer salats and do sex with her husband during her menses, everything else is ok.
