Probably it's best if you can ask this question directly to a scholar face to face, as you can discuss many other questions that might arise from the answer given to the first question.

Nobody knows for sure about when is the right time for the transition to the khilafiah period that we all are waiting for right now. Only Allah Knows for sure. Just that from reading many different hadiths pertaining to the signs of qiyamat, several events in the Muslim world are pointing to different events that are happening around us now. And if the moment is verified and confirmed, then

we will be able to hear proclamations of that from ulama'. In the mean time, all we have to do is to prepare,

Also, I don't think the hadith about living under oppression is meant to be taken at micro level. The hadith is pertaining to the conditions of ummah, and particularly to the conditions of the mu'mineen who are striving to uphold the laws of Allah within the ummah.
