Then maybe they probably thought that there is nothing wrong with their clothing. Which by your description, i don't see much wrong either. Maybe not the most appropriate attire for prayers, but at least their awrah is covered. Where i am from, it is very common to see youngsters and adults alike dressing up with tshirts and bermudas for prayers.

You can always advice them on their attire brother. I don't think they'd mind a nice gentle reminder (:
