I think you mean the verse "Li ma taqooluna ma la taf'aloon" ie "Why do you say that which you do not do"

However my teacher had told me the verse did not have to do with preaching what one doesn't follow. Rather it means saying you did something when you really had not done it.

eg I say I fasted this week when I had actually not fasted at all.
I heared Hazrat Maulana Saad sahab db at Markaz Nizamuddin saying that this ayat was sent while some people had pledged to set out in the path of Allah if the wahi comes down clearly to bid them so.. and when the wahi did come they held themselves back.. so this ayah was a rebuke to those people who had pledged earlier and heldback when the wahi arrived..
