Imam Abu Ishaq Ibrahim ibn Musa al-Shatibi (d. 790 H) said:

"Sinning in haram acts is obvious. As for makruh acts (= makruh tanzihi in the Hanafi madhhab), there is generally no sin in them, as long as nothing necessitating sin is associated with it like persistence on it. For persistence on a minor sin makes it a major sin, and likewise, persistence on a makruh act makes it a minor sin. And with respect to accuring sin in general [i.e. whether big or small], there is no difference between a minor and major sin, although a distinction between them occurs from another angle [i.e. from the angle of the gravity of the sin, and the need to make specific tawbah]; as distinguished from a makruh act with respect to a minor sin [as in the first there is generally no sin except with persistence]." (Al-I'tisam, Dar al-Hadith ed., p. 124)
