I still read this as referring to janazah prayers offered to Muslims. These ayahs speak about hypocrites in Islam and the prohibition on carrying out janazah prayers for them... but what about non-muslims where janazah salah and Muslim services are not offered?

I think hypocrites and kuffar fall under the same ruling.
