Yes, he has passed away but he was the head of the Wahhabiyya in Damascus. He was once accused of tampering with the words of Imam al-Nawawi in his Kitab al Adhkar, but when he was asked directly by Shaykh Mahmud Saeed Mamduh if he had done this - al-Arna'ut replied by blaiming the Riyadh based Wahhabi printers for tampering with it instead! Arna'uts hand written reply is printed in the back of Shaykh Mahmud' book on Tawassul: Raf al-Minara (which refuted most of the contemporary Wahhabi lies on this issue) in nearly 400 pages.
Interesting enough. I don't see the reason for doubting his statement. According to Shaykh Al-Arna'ut (rah) he had written his notes on the text which were removed by the publisher or whosoever. He mentioned that he had written his analysis on the narration of Al-Utbi which were removed. Mahmud Sa'eed asked the son of Shaykh Abdul Qaadir and he denied such distortion from his father side. All this is present in Rafa' Al-Manarah (73-75). Shaykh Abdul Qaadir had written his defense before it was inquired by Mahmud Sa'eed. He used to send it to whosoever inquired it from him.
