As far as I have read .. tatoos are actually under the skin.. and not on top.. so wudhu is accepted.

This is not entirely correct. The ink is injected into the dermis, which is the second layer of skin underneath the exterior epidermis.

As for the validity of wudhu, then if there is tattoo ink on the surface of the skin, then wudhu would be invalid - otherwise it is valid.

But tattoos should be removed because of narrations from Rasoolullah

specifically warning against them.
