I do not have any personal experience on arranging hajj trips, but here are some thoughts:
a) start off with Umrah, to familiarize yourself with the locations, and build long-term relationship with the locals there
b) you will need to know Arabic to be able to successfully arrange a trip, as well as to manage the hajj group
c) in your own country, you would need to provide training to the travelers; so it would be important to get in touch with a scholar and have him cooperate with you on this
d) find out what the other hajj groups in your country offer, so that you can match them, or offer better.
etc.
