I don't think so. Of course if the woman is in hijaab and travelling with a male its fine.
So this means that Muslim taxi drivers should refuse to transport non-mehram women. As regards the hijab and accompanied by male...what if she is accompanied by a male but is not wearing hijab? Will it be halal to transport them? What if the male who is with the woman is not mehram? Is the taxi driver required to ask their relationship? What if they reply that they are husband and wife? Is the taxi driver supposed to ask for their nikahnama to confirm that they are actually married? I think the best solution would be for all Muslim taxi drivers to refuse to transport any woman at all. That should solve the problem, I guess.
