Marrying till 4 is HALAAL. Refer Surah Nisa verse 3. THEN WHAT IS THE PROBLEM?
Perhaps one can advice, 'hey if you can't do justice its better not to marry the second'.
But Do NOT speak as if Polygamy is HARAAM.
