Allahu a'lam whether Yasir Qadhi shakes women's hands or not, but I wouldn't take seriously the accounts of a deranged woman who believes atheists can be muslims.
Would any sane person call a meat-eater vegetarian? No. Yet some people think atheists can be muslims.

Plus we are commanded in the Quran to be wary of any reports coming from a fasiq, so what of the accounts of someone who is barely muslim?
