Can a Muslim even live there - in the first place - if the country is classed as darul harb?

im not too sure, my memory is hazy..... i dont think muslims can live there but they can travel there to trade or dawah or jihad of course. but not live there as citizens unless they cannot help it.

input from the SF ulama would be good.
