if it's the harddisk mechanically failure, it'll be hard and costly to retrieve the file. Otherwise, apart from what brother amr123 has suggested, is there any local technician who knows Linux? He then

can boot your pc using a Linux boot disk, and then your harddisk can be mounted manually and the file can be copied to a usb drive.
