A person who has verbally stated in a serious manner the goal of committing suicide, or has acted out to commit suicide, should be seen at serious risk of committing suicide.
In America, a person can be temporarily placed under a physician's legal authority and detained (usually in a secure hospital ward) to protect oneself from committing suicide, or injurying oneself.
If you know of someone who has seriously stated an interest at commiting suicide, eg. "you know, I think I will kill myself because I am unhappy/indebt/poor/etc" then you might consider the option of reporting that person to a physician, or even 911 emergency services. First responders in many countries are trained in dealing with suicidal person's and will often follow up regularly on them.
