General rule is to pray when it is two shadow lenght. However if you are in masjed which follows shafi time, then it is better to follow the Asr Jammah.
If you perform your salat individually then stick to the general rule because you end up praying Dhuhr late which is in Shafi Asr time.

If I perform dhurh early and there is Jammah of Asr, then I join in. If I pray Dhuhr late, I wait till 2 shadow lenght (normally).
