this may have something to do with tasawwuf aswell as most of the deobandi ulemah are associated with tasawwuf...many of them don't like the fame so will do small classes instead of huge seminars...many of them refuse to be called shaykh etc so the common people think maybe he is not learned enough to be called shaykh

the other thing is with the huge seminars people can say i studied under such and such shaykh...also the ijazah culture we are seeing these days...why would these people want to attend classes regularly for months on end and get no recognition when they can do a weeks course or a weekend course and get an ijazah!

im sure even regular segregated study circles within the salafi community taught by a unknown shaykh who is unlinked to a big organisation will have very few students
