Let us accept that this is not purely a Deobandi problem - irrespective of the truth of this assertion.
What can we do about it?
I cajoled a Maulana to start Arabic understanding classes in our local Mosque. In a few months the attendance dropped to such low levels that after the Ramadan break there was no motivation to restart the classes.
