Their "victory" is inevitable in the sense that the US cant stay there forever, Just like Brittian technically scored a victory over rome, since eventually, rome could not maintain a permanent presence in the country. The US has also declared victory and announced its plans for a withdraw from the country. In Reality, no body has won, and the biggest loser in this whole mess has been the Afghan people who either die at the hands of US troops, or die at the hands of Taliban insurgents.
