Did the Taliban declare that they've "invited foreign troops on their lands to fight them"??? wasn't that Bin Laden?

I don't think so- Taliban would have preferred for there not to be a war at all but since the US invaded, they obviously fought back. Bin Laden wasn't even a part of the Taliban so I don't know how he could invite anyone to do anything
