It's simple really.

1- Register the MSA as a club with the school/university (if it's a school you will prob. need a teacher sponsor). This step shouldn't have been needed but it is a convenience if you do it because you'll be able to get rooms etc

2- Collect all the Muslims you know and tell them about it. Start with establishing daily Salah with congregation. The remaining activities you guys can determine later according to your needs.

3- Put out flyers and look at directory listings etc to call the Muslims you don't know.

And you're done.

Start simple, with Salah, and basic ta'leem (just have someone read from a book after one Salah etc). And if there are enough students and enough interest and sufficient facilities you could also hold Jumu'ah. And it will grow from there

Just make sure the MSA conforms to the Shari'ah and Sunnah and does not become a socialization group as it often does.
