It has been noticed in the images of the Khuff, that most part of it is covered with leather, however some part (i guess above the ankle) is made of some thick sock like material. Scholars have agreed to wipe on thick sock of cloth as well. And if that cloth is above the ankle then I don't think there should be a problem in wiping over that...
