Can I ask what is the difference between Sunnat Mukaddah and Sunnat Ghair Mukadda?

I know the Sunnah Ghair Mukadda are optional whereas the Sunnat Mukkaddah one must read, but I never knew exactly why?

Isha = Four rakat Sunnah Muakkadah then Four rakat Fard then two rakat sunnat mukkadah.

I thought the first four are Sunnah Ghair Mokadda?
