What about the direct quote from the Shaykh himself above? Which holds more weight? A clear-cut direct quote or someone's statement about what they feel his intentions for the visit (to Deoband) were?

Well is the work "Maqamat-e-Fazliyya" written by himself? You will find conflicting statements from his khulafa'. And what about his Khalifa Abdul Malik who also confirmed he wanted to promote the "nara of Ya rasulullah." A part of his khulafa engage in urs, milad and confirms ilm al-ghayb to the Prophet sallallahu alayhi wa sallam.

I wonder how Pir Fazal Ali gave khilafat to persons such as Pir Mitta (Abd al-Ghaffaar), Abd al-Malik? Also, they say he also attended urs, is there any truth in this?
