Well is the work "Maqamat-e-Fazliyya" written by himself? You will find conflicting statements from his khulafa'. And what about his Khalifa Abdul Malik who also confirmed he wanted to promote the "nara of Ya rasulullah." A part of his khulafa engage in urs, milad and confirms ilm al-ghayb to the Prophet sallallahu alayhi wa sallam.

I wonder how Pir Fazal Ali gave khilafat to persons such as Pir Mitta (Abd al-Ghaffaar), Abd al-Malik? Also, they say he also attended urs, is there any truth in this?
No it is a biography of him apparently as Saad has mentioned above written by an authentic scholar. The quote is by himself, i.e., a direct quote. On the other hand, what you have quoted is a statement that was not made by himself. Do you understand the difference? Biographies can contain direct quotes. In addition to this, what you have quoted is merely what the author thinks is the case. It may very well not be the case. This is true for many other figures including Haji Imdadullah (ra).

Secondly, I don't know what you are trying to insinuate here but if you hold Hazrat Haji Imdadullah Muhajir Makki sahib (ra) - the Pir of several of the Deoband akabir - in any respect you can pretty much "wonder" the same about hazrat if you want to. His khulafa were of similar variations.
