move everything you want to save to a different drive that is completely independant of the laptop you are trying to fix. save it on an external hard drive or something.

then reformat the laptop and reinstall windows from scratch. once you have done that DO NOT reinstall your backed up files. instead just use the laptop without connecting to the internet and without enabling wifi. see if the problem persists.

then get back to me and let me know what happens.
