I don't think you properly formatted the computer, otherwise all your files would have been gone.
Are you formatting just the OS drive? It may be possible that the virus is in the other drive.

You may also try using a different re-installation cd.
You may also try installing a version of Linux operating system, rather than Windows - if you are feeling adventurous.
