Actually it's quite common, not just in airports but also train stations, etc.

They also get the people who are newly immigrating to a western country, and don't let them go without getting a bribe. If someone refuses, they have "stuff" in their pockets like drugs etc. that they plant in your luggage and get you in trouble. So most people have no choice.

This happened to us over a decade ago when we were moving to Canada from India.
Things have changed a lot since then.
