The problem is just lack of meticulousness on part of the implementing agency. This is what has been pounced upon by the unscrupulous people. It will be nice to have the meticulous people (and people with other talents) on the side of modesty in particular and Islam in general. Unfortunately at the moment nearly all the competent people of Ummah are on the side of batil - barring the madarsa people. At least my head spins when I think of the problem of calling the modern educated people towards taking sides with Islam. Most of them (I live in their middle) have the attitude like: I said this an
d that to that mulla
. If the cream of the Ummah is working against the interests of Ummah than they can only do damage. Worse-they take pride in that.

And why is that Maripat?. Why our own people turned against us ?.Why the 'cream' of the society has developed such hatred against 'Mullla'?.( I don,t like this term,as it is not use
d with respect by our modren class,otherwise in itself mulla and molvi are honourable words.).Is it the remnants of our imperial past?.Is it something to do with the secarianism and infighting of our religious class?. Is it because of the lack of knowledge of mulla or lack of character? Or simply because they are poor economically and the leftover of our society goes to Madrasa,s?
Mostly though,i think,that the school educated considers the madrasa educated much inferior to themself.The reasons might be many,including some or all of the factors mentioned above plus more.This question needs to be addressed seriously,we need to bridge the gape between these two classes,or the results may not be good for the Umma.
