I thought that ayah was referring to dust from the ground because at that time it was not carpeted/paved.


Just read up on that Aayah in Ma'aariful Qur'aan and it's mentioned that it does not necessarily refer to any physical sign on the forehead but refers to the the light and brightness that is reflected naturally on their faces as a result of their tawadhu' and akhlaaq. All that is on account of Salah being a permanent routine in their lives.

Here's the translation of the part of the aayah from Qur'aan Made Easy:

Their hallmark (by which they are recognized) is on their faces because of the effects of prostration (referring to the illumination and humility apparent on their faces).
