Brother, did you ever solve your PDF issue?

In case Fontographer is a bit out of your budget, you could check out FontForge (here is a tutorial to give you an idea of how it works) or Fontifier ($9, but really simple to use!). There is an app called Arabic Calligrapher but I have no idea if it's any good or not.
