Isn't the Sunnah before Dhuhr 4 (2 then 2)?

It is in the Hanafi Madhhab (4 together); in the Shafi'i for example the Mu'akkadah before Zuhr is only 2 Rak'atayn: the Hanbali Madhhab maybe agree with the Shafi'i one on this..
