I believe he is referring to the utterance of the phrase "Allahu akbar" and not to making raf' al yadayn for the takbir.

One of the conditions of fard salah is to say the takbir while standing. I have never heard it said that the follower does not have to say the takbir; I have always learned that he must. Insha Allah one of our 'ulama will make it clear.
