If the cashier is the owner of the business and stock and he waived payment its fine. If the cashier is not the owner but a manager or employee who has been given the freedom to give out a few freebies here and there or excercise his discretion in these matters then its also fine. If the cashier is an employee who has no ownership of the stock and has not been given the freedom to give out freebies then he does not have the right to waive payment as its not his stock to do so. In such a case, insist on payment or leave it there and walk away.

If you're not sure or think its inappropriate to ask, then insist on payment just to be sure.
