The Ahadeeth regarding Mashah on the neck are "weak" or Hasan Ley-Gharihi so the Hukum is that its "Mustahab (recommended)" and not Sunnah

There are Ahadeeth on this issue and just because they are outside of Sihah-Sitta it means nothing.
