Silk in essence is not haram. Women are allowed to wear silk, the Prophet gave gifts of garments interwoven with silk to some of the companions . Therefore, as you have noted the fuqaha have declared that garments that are partly silk are allowed for men. This has been extended to include silk ties for as Sahih-Baba has pointed out, ties are considered to be a small part of a larger item of clothing.

a tie still considered an item and it's not a part of a shirt. There's no problem for the ladies, but for the guys:
